There are two interpretations to this one.
The more popular one is based on revenge and suggests if you need to enact vengeance on someone and is unable to, then the next option is to target someone close to that person.
The second interpretation is more positive and suggests holding on to the smaller opportunities in life even if the bigger ones elude you.
